What is the Children and Families Specialty Plan?
The Children and Families Specialty Plan (CFSP) is a NC Medicaid Managed Care health plan that provides NC Medicaid-enrolled children, youth and young adults currently and formerly served by Child Welfare with integrated physical health, pharmacy, behavioral health and intellectual/developmental disabilities (I/DD) services to meet their health care needs.
NC Medicaid beneficiaries in foster care, receiving adoption assistance, and enrolled in the former foster care eligibility are eligible for the Children and Families Specialty Plan.

Care Management
Care managers work with members to coordinate and help them understand the types of services available to them and how to participate in their own care. Healthy Blue Care Together (HBCT) also provides a care manager to each member to help them be as healthy as possible, ensure their services are well coordinated to meet their needs, and connect them to services to address unmet health-related resource needs.
