League of Quality Providers
The League of Quality Providers (LOQP) is a provider engagement model designed to support high-quality, coordinated, and trauma-informed care for children, youth, and young adults involved in the child welfare system.
Overview
Through partnership, training, technical assistance, and targeted capacity-building, the League of Quality Providers (LOQP) identifies key initiatives and works with providers to strengthen service delivery in these areas and improve outcomes for children, youth, young adults, and families within the Children and Families Specialty Plan (CFSP). Children and families involved in child welfare services often need coordinated support across behavioral health, physical health, developmental services, and community systems.
Whom the LOQP Supports
The LOQP partners with providers to design and implement the specific models, connections, and service capacity needed to support:
- Community-based providers
- Residential providers
- Behavioral health and substance use providers
- Intellectual and developmental disability providers
- Physical and neurodevelopmental health providers
- Child welfare and system-of-care stakeholders
Core domains
The League is organized around five domains that are intended to improve provider competency, service coordination, service innovation, and outcomes for children and families within the CFSP.
Trauma-informed care
Provider support and resources for trauma-informed practices, staff development, and trauma-responsive assessment approaches.
Specialized training and evidence-based practices
Provider training and support, including but not limited to evidence-based practices, cultural competency, health equity, and system-of-care values.
Integrated care
Provider partnership and whole-person care coordination that connects members to the right services at the right time and frequency.
Community connections
Collaboration with community partners to support family preservation models, placement stability, family well-being, and continuity of care in communities of origin.
Innovative care delivery
Partnership with providers to implement key strategies to address service gaps, timely access, placement stability, and outcome-driven care models.
What providers can expect:
- Partnership around quality improvement goals for target populations and outcome development
- Partnership to increase competency-based training, consultation, and continuing education opportunities
- Technical assistance and data-informed support to identify service needs and opportunities
- Opportunities to explore capacity-building, service innovation, and participation in alternative payment models where they exist
- Connections to resources to increase community engagement and natural supports
Provider performance standards
Through our LOQP framework, Healthy Blue Care Together recognizes providers who deliver high-quality, accessible, and coordinated care. All providers in our network are expected to meet standard network expectations, which include maintaining timely access to care, meeting required documentation and compliance standards, and responding to outreach efforts from Healthy Blue Care Together staff.
Through our LOQP framework, Healthy Blue Care Together will engage providers who exhibit:
- High performance on quality and outcome measures.
- Active engagement within Healthy Blue Care Together activities.
- Positive member experience and outcomes.
- Consistent participation in data reporting and feedback.
- Willingness to support complex or high-need populations with demonstrated quality and trauma-informed practices.
